If Tactics and Brotherhood of Steel is canon, then several other chapters of the brotherhood have devolved into splinter factions that strayed even more from the brotherhood's usual behavior and philosophy. We don't even know what happened to them after Fallout 3 so they may have excommunicated for all we know. The only successful chapter we know of at this point is the East Coast Brotherhood, who managed to get access to even more technology than the outcasts or the mojave chapter, despite 'wasting their efforts' on the locals.
